GNLU Advances National Dialogue on Crypto Regulation, Launches High-Level and Regional Consultations

GNLU’s consultations in Gandhinagar and Bengaluru bring together policymakers, experts, and industry leaders to identify clear regulatory pathways, enhance investor safety, and promote responsible innovation in India’s crypto ecosystem

The Gujarat National Law University (GNLU) has taken a significant step toward shaping India’s future regulatory framework for crypto assets by organizing a series of high-level and regional consultations under its nationwide research initiative. These discussions form part of GNLU’s interdisciplinary project, “Assessing the Case for Regulation of Crypto Assets in India.”

Led by Prof. (Dr.) S. Shanthakumar, Director of GNLU, the project brings together experts in law, commerce, and technology to evaluate the existing legal landscape governing virtual digital assets (VDAs) and create a data-driven model to guide future policymaking.

High-Level Advisory Consultation

The first high-level Advisory Board Consultation convened senior jurists, former civil servants, cybersecurity specialists, academicians, industry leaders, and technology entrepreneurs. Distinguished participants included:

Hon’ble Justice M. R. Shah (Former Judge, Supreme Court)

Hon’ble Justice Ravi Tripathi (Former Judge, Gujarat High Court)

Sh. Rajkumar (Former Chief Secretary, Government of Gujarat)

Sh. J. P. Gupta (Former Additional Chief Secretary, Government of Gujarat)

Dr. Keshav Kumar (Former DGP & Director, Anti-Corruption Bureau)

Experts assessed current regulatory gaps and discussed priorities such as improved investor protection, enhanced market integrity, efficient enforcement mechanisms, streamlined taxation, and stronger cross-border compliance systems—all while ensuring that innovation is not stifled.

Bengaluru Regional Consultation

Recognizing the importance of industry voices, GNLU also hosted a Regional Stakeholder Consultation in Bengaluru, one of India’s most vibrant crypto and blockchain hubs. Industry professionals, exchange representatives, service providers, and technology innovators shared practical insights related to market operations, challenges posed by regulatory uncertainty, operational bottlenecks, and the need for a supportive policy environment.

Towards a Balanced and Future-Ready Framework

Insights gathered from both consultations provide a holistic view of the sector’s challenges and opportunities, integrating policy-level expertise with real-world industry feedback. According to GNLU officials, this combined input will directly shape the final recommendations of the ongoing research project.

Reaffirming GNLU’s commitment to informed policymaking, Prof. Shanthakumar stated, “Our goal is to meaningfully contribute to the evolution of legislative and regulatory frameworks that safeguard the public interest while enabling innovation to thrive.”

The project will continue engaging with stakeholders across India over the coming months, aiming to support the development of a clear, comprehensive, and future-ready regulatory architecture for crypto assets.
