IMC Gaya Secures Environmental Clearance, Marking a New Era of Industrial Growth in Bihar

Bihar is poised to witness a major transformation in its industrial landscape as the Integrated Manufacturing Cluster (IMC) Gaya has received Environmental Clearance (EC) from the Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India. This pivotal approval paves the way for the development of the state’s first integrated industrial township, spanning 1,700 acres in the historic city of Gaya.

The project, a Greenfield smart industrial township, is being implemented under the Amritsar–Kolkata Industrial Corridor (AKIC)—a flagship initiative of the Government of India aimed at catalyzing industrial development across Eastern India.

Bihar’s Vision for Sustainable Industrialization

IMC Gaya is a collaborative venture between the Government of India and Government of Bihar, led by Bihar Integrated Manufacturing City Gaya Limited (BIMCGL), a Special Purpose Vehicle (SPV). It reflects the joint vision of Chief Minister Shri Nitish Kumar and Industries Minister Shri Nitish Mishra to create an ecosystem that supports industrial growth, local employment, and sustainable urbanization.

The township has been designed to offer mixed land use, integrating industrial, commercial, residential, and public utility spaces. It will serve as a “counter magnet city”, aiming to reduce migration by generating an estimated 1.10 lakh jobs and drawing investments of approximately ₹16,000 crore.

  • Plug-and-play infrastructure to reduce entry barriers for industries
  • Development of zone-wise industrial areas
  • Trunk infrastructure to include:
    • CETP, STP, WTP
    • Solid Waste Management
    • Logistics hubs
    • Integrated Command and Control Centre
    • Road and drainage systems
  • 33% green cover to promote environmental sustainability
  • Multimodal transport infrastructure to enhance accessibility and reduce logistics costs

Fast-Tracked Environmental Clearance: A Game Changer

The Environmental Clearance was granted under the ‘Industrial Area’ category in a record seven months, enabling industries within IMC Gaya to receive individual clearances without public hearings—a process that typically delays project execution. This will not only accelerate industrial approvals but also enhance the region’s attractiveness for private investors.

The clearance will further facilitate the awarding of Engineering, Procurement, and Construction (EPC) tenders, moving the project into its next phase of development.

Integrated Planning for Long-Term Viability

In line with its sustainability goals, a recent joint site visit was conducted to assess the alignment and feasibility of the township’s water infrastructure, including the proposed water storage and pipeline systems. The visit involved key stakeholders such as:

  • National Industrial Corridor Development Corporation (NICDC)
  • Bihar Industrial Area Development Authority (BIADA)
  • Water Resources Department, Bihar
  • National Institute of Hydrology (NIH), Roorkee
  • Forest Department, Bihar
  • Gaya District Administration

This coordinated approach underscores the commitment to building a resilient and future-ready industrial ecosystem with strong environmental safeguards.
