Elon Musk’s satellite internet service agrees to key security and operational terms to roll out services in India

Starlink, which is Elon Musk’s satellite-based internet company, is a global leader in that field, and is now just a step away from launching operations in India. The government of India has granted Starlink a Letter of Intent (LoI), which is a significant step forward for the business and the 1.4 billion people who depend on internet connections in the nation. However, Starlink still must comply with some conditions imposed by India for security and regulatory clearance.
Security and Operational Mandates
Under the agreement, Starlink is obliged to implement operational controls including:
Setting up a Network Control and Monitoring Centre in India so that services can be rapidly terminated in sensitive areas as required.
Routing all user data through Indian gateways, with no user data going through any country that shares land borders with India.
Installing geolocation locks on user terminals, so a piece of equipment couldn’t be transported to an unapproved location or used in an unauthorized place, without approval.
These requirements are consistent with India’s telecommunication requirements, as India emphasizes government control in times of emergency or national interest.

Outstanding Conditions Being Negotiated
Starlink has accepted most conditions, but a handful are still being negotiated:
The requirement to monitor terminals within 10 km of India’s international borders has yet to be negotiated.
Starlink has not accepted the requirement to monitor terminals which are located outside India’s borders. The government is presently reviewing this.
Local Partnerships and Future Outlook
Starlink has already collaborated with major Indian telecom corporations such as Reliance Jio and Bharti Airtel for distribution via existing retail channels. Through these partnerships, Starlink is aiming to promote high-speed internet access in underserved and remote parts of India.
With the LoI in hand and key conditions met, Starlink is now awaiting final approval from DoT and IN-SPACe to officially launch. Once approved, India will made a huge step forward in addressing its digital divide.
