In a major step in the process of strengthening educational and diplomatic relations between India and Uzbekistan, the MERI Group of Institutions signed a Memorandum of Understanding (MoU) with the Diplomatic Academy at the University of World Economy and Diplomacy (UWED) under the Ministry of Foreign Affairs of the Republic of Uzbekistan. The MoU was formally exchanged in a ceremony organized in Tashkent on 23rd April 2025.
The Memorandum of Understanding was signed by Prof. Lalit Aggarwal, Vice-President of the MERI Group of Institutions, and Prof. Sadiq S. Safoev, the Rector of UWED. The event was attended by high-profile delegations, including Prof. (Dr.) Ramakant Dwivedi, Head of MERI’s Centre for International Studies (CIS) and Director of the India Central Asia Foundation; Mr. Luv Aggarwal, CEO of MERI Start Up; Prof. Abdusamat Khaydarov, Director of the Diplomatic Academy; and representatives from the Indian Embassy in Uzbekistan. Attending as well from UWED were its high-ranking officials including Dr. Akram Umarov, First Vice-Rector; Dr. Mirzoumid Khamdamov, Dean of International Economics and Management; and Dr. Bakhrom Salakhitdinov, Dean of Executive Education.
The MoU describes a roadmap for working in collaboration in the fields of management studies, information technology, artificial intelligence, diplomatic studies, and other professional fields. The institutional parties have agreed to promote collaborative bilateral cooperation through shared research, academic exchange, and activities to support mutual learning.

Prof. Sadiq Safoev stressed the need for developing strong academic interactions among the parties and expressed optimism that the relationship would lead to long-term benefits. Prof. Abdusamat Khaydarov also recognized the tireless efforts made by Prof. Ramakant Dwivedi in advancing the MoU and indicated the MoU’s capacity to strengthen management education between both countries.
In emphasizing MERI’s academic excellence, Prof. Lalit Aggarwal noted that the institution’s greatest strength lies in its world-class faculty and industry-focused curriculum. He expounded upon MERI’s cutting-edge programs in the areas of cybersecurity, data science and analytics, machine learning, artificial intelligence, and software engineering—field tied closely to the workforce of the future.
Prof. Dwivedi discussed the several contributions of the MERI Centre for International Studies, which works to foster international academic collaboration, primarily through research in international relations or diplomacy, business studies, and economic studies. He stressed that CIS is instrumental in facilitating deeper India-international partnerships through deeper research, interdisciplinary discussions, and through various policy engagements.
The partnership hopes to serve as a platform for continued educational and cultural exchange, including seminars, conferences, joint research, and activities that include scholars, diplomats, technocrats, and policymakers in both countries. By concentrating on shared interests such as international law, commerce, diplomacy, and cultural studies, the institutions wish to foster people-to-people linkages for practical and meaningful contributions to the India-Uzbekistan relationship.
With this MoU, both MERI and the Diplomatic Academy at UWED have taken a bold step forward in expanding the frontiers of educational cooperation in Central Asia and beyond.
